Now that you have said permission from the State, you have obligated yourself to obey all the rules that the licensor decides are needed. The Constitution does not apply if you have a private contract with the State, and the license is evidence of that contract. The Constitution is the only contract you have with the State when you are born into this country, and if you never added another contract, then the Constitution would control your relationship with the State. Unfortunately, we have added many contracts, including Social Security as well as licenses.
